Minutes for April 1, 2015 Selectmen’s Meeting

  • Call to Order
The meeting was called to order at 7:00 PM.  


  • Pledge of Allegiance
Selectman Emery led the Pledge of Allegiance.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes March 25, 2015
Approved 3-0-2

Selectman Emery explained why Selectmen Penny Booker and Dennis Santolucito are not here.  They went to Hollis to represent the Board at a get-together with Don Marean and Linda Valentino, two Representatives from Buxton and Hollis, to go over some issues that are going on in Augusta and share the Board’s thoughts on how they think our Representatives should vote on certain things.



  • Discussion held between 5:00 & 7:00 p.m.
The Board has a request from some individuals who were on the Flanders Cemetery Association to see if the Town would be interested in taking over the cemetery.  The Town Clerk contacted the State and got back a list of steps the Town would have to go through.  The Board will be reviewing that and making up their minds soon about what they are going to do with that.

Other than that, Selectman Emery said they went through the Warrant Articles discussing them, wording them, putting them in place, and going over the things we will be voting on this year.  The Board will be meeting along with the Budget Committee Thursday night, April 9 and that meeting will be televised so everyone can see how their recommendations will go for this year.



  • Review of Correspondence
  • Email from the MSAD #6 Business Office – Re:  April Budget Meetings
There will be no SAD #6 Budget Advisory Committee meetings this Thursday or next Thursday.  There will be a joint meeting with the Finance-Facilities Committee Thursday, April 16 at 6:30 p.m., at Central Office.  There will also be a special meeting Thursday, April 30 that Municipal Officers and State Legislators will be attending.

  • Email from John Sylvester, Chairman, Twelve Town Group – Re:  Meetings
The Board received an Email from John Sylvester reminding us about a Twelve Town Group meeting Monday, April 13, and a special meeting on April 27 where Governor LePage has been invited to come and speak on his proposals.  The Town Managers from York County have also been invited to attend.



  • Review of Projects and Issues
Selectman Burns has been in most days catching up on mail.  He finished up the budget information needed and attended the Budget Committee Meeting last night where the Selectmen gave their pieces of the Administrative Budget to the Committee.

Selectman Harmon has been doing much the same.  She attended the Budget Committee Meeting last night and noted that the Fire-Rescue Budget was also presented.  She reported that she has been working on the Warrant and the Board and Budget Committee will be meeting on that next week.  The Board wants to have it prepared and signed so they can get it into the Town Report.

Selectman Harmon mentioned the Flanders Cemetery and said the Board had talked about it a couple of years ago.  It was brought up then and has come up again so she had John Myers do some research and said she will present the information that he found out.  She said that Flanders Cemetery is having a meeting in a couple of weeks.

Selectman Emery reported that he has been able to get in to the office most every day.  He has been going over budget items, working with Bev on some things and going over some of the Warrant Articles and some things having to do with the Planning Board.

  • Next Meeting of the Board
Maine DOT has scheduled a pre-construction meeting for Monday April 6, 9:30 AM at the Buxton Town Hall.  This is for the Bar Mills and Canal Bridge Projects.

There will be a Board of Appeals Meeting Tuesday, April 7, at 6:30 PM in the small meeting room at Town Hall.

The Buxton Budget Committee will meet for a Workshop Tuesday, April 7, at 6:30 PM, here in the large meeting room at Town Hall.

Board of Selectmen Meeting for a Public Hearing Wednesday, April 8, at 7:00 PM on a Liquor License Renewal Application for Julie & Shiloh Hagerman D/B/A CHAPS, LLC located at 1301 Long Plains Road, Buxton

Board of Selectmen Meeting Wednesday, April 8 at 7:10 PM, or immediately following the Public Hearing.  The Selectmen would like people to know they are available to meet with the public on Wednesday nights before the start of the televised meetings, between the hours of 5:00 and 6:30 PM, in their office.  This time is open to anyone to talk about any subject matter that pertains to the Town of Buxton.  The Board does ask that you call Bev Gammon at 929-5191 for an appointment.  This time has been set aside for anyone who would rather talk to the Board and not have to come in and speak on television.

The Board of Selectmen will be meeting jointly with the Budget Committee Thursday, April 9, at 6:30 PM in the large meeting room at Town Hall to go over final numbers for the budget.

Buxton Recreation has discounted tickets for:
  • Maine Wildlife Park (free) they pay at the park- $2.50pp. We only give out one per day.

  • Splash town/Fun town Combination $27
  • Cranmore NH Ariel Adventure Park $30 adults, $20 under 4 feet tall



  • Public Comments and Questions
Selectman Burns corrected a statement he made last week.  When talking about the Governor’s proposal to transfer the two-way communication equipment to the towns and allow them to get the tax money for it.  Mr. Burns said he made the statement that Buxton has $1,028,000 worth of equipment in the Town that we would be able to tax.  He believes he said we would get about $128,000 from that but the number is actually $12,800.  He wanted to correct himself in case he had given the wrong number.
